Detailed content

What is C-TPAT?

C-TPAT is the U.S. Department of Homeland Security Bureau of customs and Border Protection (i.e. US Customs and Border Protection, referred to as "CBP") advocated voluntary plans to set up in 9.11 after the incident, and formally implemented in April 16, 2002. Through C-TPAT, CBP hopes to establish cooperation with relevant industry supply chain security management system, to ensure the supply chain from the starting point to the end point of the transportation safety and security status messages and the flow of goods, in order to prevent terrorist infiltration.

Safety measures and management members to participate in this project will be based on C-TPAT security recommendations made to strengthen the relevant facilities, personnel, procedures and shipment, covering eight range: safety procedures, information processing, physical security, access control, security personnel, education and training, manifest procedures and transportation safety. In addition, C-TPAT members will also require their business partners or joint venture manufacturers to consolidate the overall security of the supply chain. In 2006, SGS (Swiss general notary public) was approved by the CBP to be able to engage in counter-terrorism inspection in China third party certification body.

The role of being a member of C-TPAT

The United States importers, carriers, customs clearance, cargo forwarders / freight forwarders / no ship public carriers, American local port authorities / terminal operators and manufacturers in Mexico and CBP directly invited to participate in a number of Asian and European manufacturers may apply to become a member of C-TPAT. From May 30, 2002 to 2004, the United States and more than 6500 foreign enterprises to apply for C-TPAT members (which represent nearly 40% of American GDP, of which 4000 entrance) have been audited by the CBP, was awarded C-TPAT certificate.

Manifest Procedures

Transportation safety

Personnel security

Effect of C-TPAT:

Suppliers face more stringent monitoring

First of all, local manufacturers / suppliers as a business partner of the United States importers, importers will face a higher security program requirements and more stringent monitoring. Since March 25, 2005, CBP has further tightened security requirements of the U.S. importer members, including the provisions of the importers must enter into a written procedure and verifiable by selecting business partners, including manufacturers, product suppliers and sellers; safety standards must have documents to prove the importer throughout the supply chain partners reached C-TPAT (plan as the implementation of supply chain security or foreign customs authorities in the standard).

Supply chain security is a part of global sourcing requirements

Importers / countries (not limited to the United States, whether or not C-TPAT) concerns about supply chain security will make security considerations part of the procurement requirements. The importer, by order, certificate, code of conduct, dealer manual, etc., will be responsible for the safety of manufacturers.

Service competition differentiation factor

As a member of the C-TPAT, whether it is an importer or a carrier, it is possible to distinguish their goods and services from the competition. For non C-TPAT members (such as foreign manufacturers, warehouse operators, etc.) is also facing some pressure on the market and consider inviting third party certification agencies to review their security procedures, issued a similar ISO 9001 certificate to show they have to follow the safety guidelines related to the supply chain.
